Situated above both the Audit Engine and COR Theory, it enforces admitted actuality, typed scope, complete carriers, witness discipline, and plural outcomes.

What Is Claimed (Within Scope)
- •K1 (Admitted Actuality): Physical phenomena, events, and carriers are admitted as factual starting points and are not derived from downstream success.
- •K2 (Typed Target and Scope): Every claim must state its target, domain, task, regime, and exact or approximate status.
- •K3 (Complete Carrier and Boundary): Retained and discarded systems, environments, branches, controls, references, and correlations must be fully declared.
- •K4 (Witness and Access): Measurements, testers, readouts, access limits, and witness-completeness status must be explicit.
- •K5 (Equivalence Before Identity): Operational, representational, gauge, and physical equivalences must be typed before asserting identity or invariance.
- •K6 (Transformations, Composition, and History): Constituent certification does not automatically certify composite systems.
- •K7 (Criteria and Uncertainty): Metrics, tolerances, calibration, uncertainty, and resource bounds must be explicit.
- •K8 (Provenance, Rivals, Falsifiers, and Ceilings): Inputs, serious alternatives, falsifiers, evidence classes, and nonretroactivity firewalls must be preserved.
- •K9 (Plural and Null Admissibility): Empty, null, quotient-valued, plural, nonunique, Pareto, and underdetermined outcomes remain scientifically legitimate.
What Is NOT Claimed (Prohibited Inferences)
- •The Constitutional Kernel is not a dynamical physical theory or set of equations of motion.
- •It does not derive physical actuality or select an ultimate metaphysical ground.

The Constitutional Kernel was established in FA-AUTH-01 (ETP Manuscript Authority Register V14) to replace speculative basement derivations with rigorous conditional reconstruction. By enforcing K1–K9, the repository guarantees that no theoretical advancement is built upon unstated ontological assumptions.
